In 2007-2009 he was the first Deputy of the Minister of trade. Since 2010 he was Chairman of the special Committee under the government on economic relations between the US and Iraq.

At the time Sullivan made strong comments on the issue of reunification of the Crimea with Russia and was among those who accused Russia of meddling in a presidential election.
