Russian President Vladimir Putin made a proposal to enshrine in the Constitution the principles of a unified system of public authority. He stated in his annual address to the Federal Assembly. According to the head of state, these amendments will help to solve the problem of the existing gap between the state and municipal levels of government.
currently, under the law common to all citizens rights in different regions and municipalities are provided with different, stated the Russian leader. However, this “confusion of powers” is a direct threat to the whole society and adversely affects individuals.
“Our goal is to provide high standards of living, equal opportunities for every person on the entire territory of the country”, — summed up Vladimir Putin.
