In April, the Ministry of transport has prepared a draft significant changes in the SDA, which provides Segways, Segways, blisks, gyrometer and other “personal mobility” in a separate category of vehicles. The speed on them on sidewalks, residential areas and courtyards should not exceed 20 kilometers per hour.
According to Vasilyev, the usual scooters have a speed limit around 16-20 miles per hour. Therefore, such devices will not be able to go faster than it is allowed. This also applies to the rental of scooters in Moscow and Sochi. He noted, however, that even this speed is dangerous in areas with large concentrations of people, for example, near the entrance to metro or on a bus stop.
According to the head of the Duma Committee, the lack of scooters registration numbers and insurance is not a problem. “A long time ago prescribed such rules for cyclists, and there is also no license plate, no insurance. Of course, these rules are designed to not to disturb them”, — he said.
if the owner of the scooter confuses people, Vasiliev proposes to proceed from the fact that the pedestrian is always right. “It will be wrong in only one case: if it is to cross the bike path,” said he.
