“But due to the fact that it is quite a serious reform, the President thought it expedient and necessary so to consult with the citizens”, — said Peskov.

Earlier, addressing with the annual Message to the Federal Assembly, President Vladimir Putin proposed several amendments to the Constitution of the Russian Federation. In particular, to establish the basic law of the country the status of the state Council and the principles of a unified system of public authority to bridge the gap between the state and municipal levels of government. It is also proposed to enshrine in the Constitution a provision stating that the minimum wage cannot be below the subsistence level, and the need for regular indexation of pensions. A number of the proposed amendments relate to the tightening of requirements for presidential candidates, Ministers and deputies.
