Russian President Vladimir Putin approved a list of instructions following a meeting on energy development. The meeting was held via videoconference on 29 April 2020.

Among other things, the government must ensure the actualization of the scheme on the territory of Russia of objects of electric power industry, including nuclear power plants, for the period up to 2035, interest rate subsidies on loans for providing working capital for the subjects of heat and electricity, as well as the introduction in 2020-2021 years of a moratorium on the adoption of regulatory decisions that worsen in force on 1 January 2020, the conditions for entrepreneurial activities of the organizations of electric power and heat supply organizations.
the government has until June 15 to work out the issues and, if necessary, to make decisions on payment of excise duty on motor fuel by the realization of its end consumers at gas stations, included in the list of strategic organizations of oilfield service companies with revenue more than 1 billion rubles per year, strengthening accountability of supply organizations to network for payment for services on electric power transmission, temporary non-application of penalties for non-performance adjustable power industry entities of investment programs in the 2020-2021 years for failure to supply electricity suppliers power to the wholesale market because of the unavailability of generating equipment due to lack of spare parts.
the government has been ordered to take measures to improve payment discipline in the part of full payment for the consumed electric and thermal energy and gas consumers financed from the Federal budget. The report under this paragraph must be provided to the head of state until August 10.
the presidential Representatives in Federal districts have been instructed to take measures to increase payment discipline for the consumed electric and thermal energy and gas consumers financed from budgets of subjects of the Russian Federation and municipal budgets.
